We understand Puerto Rico’s permitting system because we’ve spent our lives around how projects get planned and built here.
ML Permits is part of the ML Group, a network led by people committed to Puerto Rico’s development. Our founders have always worked in the island’s construction world, in the planning stage, where projects are conceived, designed and approved, and in the execution stage, where they are built.
That gives us a working knowledge of how Puerto Rico’s planning, construction and permitting system actually moves. We know how agencies read a file, where projects tend to stall, and how each matter has to be worked to keep moving.

Owner
Construction is in Teresita’s DNA. She grew up around an engineering firm that has spent decades delivering projects in Puerto Rico, and for the past 25 years she has worked on infrastructure projects across the island, from planning and permitting through execution. She reads a project the way the agencies will, anticipates requirements before they turn into delays, and personally directs the strategy on every engagement.
